England was one of 28 countries that participated in the IEA Citizenship Education Study. David Kerr examines the national findings concerning young people’s attitudes and knowledge, and their understanding and skills, with regard to political issues in relation to their peers at home and abroad. He outlines the agenda provided by the study for the development of a whole-school approach in citizenship education, in partnership with local communities, and that directly engages with young people’s attitudes, interests and concerns in developing their knowledge and participation.
